Summary

Mr. Nicolas Pacquot draws the attention of the Minister Delegate to the Minister of Labor, Health and Solidarity, responsible for the elderly and disabled people, to the financing of the new rights of work assistance establishments and services (ESAT). ESATs are essential places of access to work for more than 120,000 people with disabilities. In these establishments and services, workers are supervised and supported, so that their specific needs are taken into account. Continuing the ESAT transformation plan, the law for full employment of December 18, 2023 provides concrete progress in terms of bringing the rights of workers with disabilities closer to those of employees. Reimbursement of public transport costs, access to restaurant vouchers, holiday vouchers and taking supporting 50% of collective supplementary coverage will improve the situation of these workers. The planned increase in direct remuneration to 15% of the minimum wage should also contribute to improving their status. But these new rights represent additional costs for ESATs and their financial situation is already particularly complex. In October 2023, the Unapei network, in conjunction with other organizations, conducted a flash survey to which nearly 500 structures responded: 27.5% of ESATs in the Unapei network are in net deficit. Furthermore, according to the National Observatory for Responsible Purchasing, produced by GESAT, 31% are in balance or in surplus of less than 50,000 euros. With the financing of these new rights, the majority of ESATs risk finding themselves in a deficit situation, whereas this model is the only one that allows the employment of people with significant support needs. ESATs are undeniably dependent on financial support from the State. Thus, he shares his concerns regarding the future of this model and wishes to know the actions that the Government intends to take to compensate for these new expenses.
