Summary
Ms. Hélène Laporte draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the application of the social security budget which puts an end to the reimbursement of treatment prescriptions and medications for doctors in sector 3, not under agreement. Today, no less than 200,000 doctors work regularly in France. About 1,000 of them chose not to sign a agreement with Health Insurance in order to be able to practice without constraints and freely set their prices. From now on, in application of the social security financing law and from January 1, 2027, medications and procedures prescribed by these practitioners will no longer be reimbursed, being now conditional solely on the status of the prescriber. In a sector already affected by numerous difficulties, this measure creates a new inequality between doctors but also between patients. This creates new risks that these practitioners will cease their activity and that their patients will no longer be able to consult them, due to lack of reimbursement. However, non-contracted doctors receive their patients in a time frame that is often much shorter than that of doctors working in sectors 1 and 2. This availability not only allows access to care but comes also to help already saturated emergency services. Giving up reimbursement for prescriptions from sector 3 doctors would therefore penalize many French people who are already victims of a deficient healthcare system.
