Summary

Mr. Julien Rancoule draws the attention of the Minister of Cities and Housing to unsolicited terminations of energy contracts. For several years, many owners and tenants have discovered, to their great amazement, that their energy supply contract has been terminated without their having requested it. These unsolicited terminations constitute a serious attack on the rights of users and generate situations particularly harmful. This situation is unacceptable in addition to encouraging illegal occupations of housing. Indeed, it is currently possible for any person to sign a contract with an electricity or water supplier by simple telephone call, without having to prove a legitimate occupancy title for the accommodation in question. This lack of control and verification encourages fraudulent practices and places the legitimate occupants in inextricable situations. For all these reasons, he asks what measures the Government intends to take to secure the procedures for terminating and subscribing to energy contracts and to guarantee that no contractual modification can be made without convincing proof of the right to occupy the accommodation without proof of identity.
