Summary
Mr. Jean-Paul Lecoq alerts the Minister of National Education and Youth to the shortage of school assistant (AVS) positions in the Le Havre district. In order to promote the education of children with disabilities, strong commitments have been made by the Government and reiterated in particular by the Secretary of State in charge of disabilities on the eve of the start of the school year: “No student will be left behind.” A few days later, in the Le Havre district, 70% of students who should benefit from a school assistant, in accordance with the opinions issued by the Departmental House for People with Disabilities, were without one, even though two years ago, 90% of students had an AVS. This harmful situation, which had notably prevented a good number of children from being admitted to a school, had then led to strong emotion and numerous steps taken in particular towards the departmental national education services. Emergency measures were then taken and a communication from the Rouen academy, dated September 13, 2018, certified that 85% of the 4,400 students concerned now benefited from an AVS and that the remaining 15% “will have an AESH/AVS in line with their particular needs, in the next few days. This figure changes daily.” Except that 4 months later, many children are still without it, which will lead to the loss of an entire year of schooling if no additional measures are taken to remedy this deficiency. During his efforts, the MP learned that the will displayed would come up against the absence of sufficient funds despite the relaxed recruitment conditions, for example decree, so as to enable the mobilization of available resources, while ensuring the quality of support for students. Also beyond this alert, he would like to know the additional and emergency measures that can be taken by his ministry so that all students with disabilities and approved by the MPDH can finally benefit from adapted support to enable them to be educated.
