Mr. Jean-Paul Lecoq questions the Minister of the Economy, Finance and Recovery on the local tax on outdoor advertising (TLPE). This is a tax introduced on an optional basis by municipalities or public intermunicipal cooperation establishments (EPCI) in the territory in which advertising devices are located. It is owed by the operator of the advertising device. Its amount varies depending on the characteristics of the advertising media and the size of the community. The possibilities for reduction or exemption from this TLPE are governed by national regulations which do not take into account the consequences of the current health crisis and the provisions of the emergency law. However, last year, following the first confinement, an exemption system was put in place allowing municipalities and EPCIs wishing to do so to deliberate before on September 1, 2020 to benefit from a reduction in the TLPE for companies liable for this tax for the year 2020. However, the administrative closure measures for a certain number of companies are continuing in this year 2021. This is particularly the case for cafes, restaurants or leisure businesses since October 29, 2020, or even other businesses deemed non-essential. In view of these elements, Mr. Deputy questions the Minister on the need to renew this year the possibility offered to municipalities and EPCI to reduce the TLPE for companies liable for this tax for the year 2021. But also to allow them to proceed with a total exemption from this tax for brands subject to administrative closure imposed by the management of the health crisis, and for a period corresponding to their closure period for the year 2021. Indeed, it seems common sense to allow a municipality to exempt a closed store from TLPE, without extending this exemption to all liable stores that remain open. What the regulations do not allow today since, apart from automatic exemptions, the reasons for optional exemption are limited to the following cases and for all those liable: brands, other than those sealed to the ground, if the sum of their areas is less than or equal to 12 square meters; pre-signs larger than 1.5 square meters; pre-signs less than or equal to 1.5 square meters; advertising devices dependent on municipal billboard concessions; and advertising devices affixed to elements of street furniture or newsstands. The disastrous consequences of the Franco-British military intervention in Libya in 2011 have plunged the country into chronic instability. Libya has since been divided between two rival powers, each claiming legitimacy and control of the territory. The country has become home to armed groups and mafias practicing human trafficking, slavery, arms and drug trafficking with impunity. All of this today constitutes a major source of regional destabilization and a recruiting ground for terrorist organizations. The harmful effects of this military operation are therefore being felt in many African countries, including Mali. There publication of new elements, in the press in particular, mentions the recommendation by the operations planning and management center of an intervention in the Sahel from 2009. This project developed under the name "Operation Shark" will finally be put in place on January 11, 2013 with the launch of the military operation Serval in Mali. Becoming Barkhane, this intervention has constituted the external operation for eight years the most important French war since the Algerian War. These students need to be given more time, attention and not always applying a precise method. The real need lies in coming to their understanding of their capabilities. As soon as this self-esteem is acquired, progress begins. The soils of sedimentary plateaus, as is the case in this territory, are acidic and easily destructed by the action of rain. For several centuries, the addition of chalk made it possible to correct these defects and improve agricultural productivity. This “tidal range” practice has led to a massive increase in underground manual extraction sites. However, these small quarries, called “marnières”, have been abandoned, almost never filled in and very poorly listed. The number of marnières potentially present in Seine-Maritime was 120,000 in 2017. The risk of sudden and progressive collapse assimilates the marnières legally at a natural risk. In built-up areas, their collapse causes significant material damage, threatening the lives of occupants during these accidents. Cavity treatment work generates significant costs, as is the case in Saint-Jouin-Bruneval. This town was the victim of such a collapse, fortunately in the absence of the owners. However, they now face the worry of not being able to repair the damage to the extent that the sums to be mobilized for the survey are 20,000 euros, and 98,000 euros for filling. The lives of many prisoners are at stake and, beyond that, the credibility of MINURSO is also at stake. Mr. Haddi's hunger strike is a desperate appeal for help to the international community, which the Minister must heed. La réforme a conduit à concentrer, depuis 2017, sur les seules (et rares) communes labellisées par l'État et dotées d'un dispositif de recueil sécurisé, le dépôt des demandes, puis la délivrance des cartes nationales d'identité. Ainsi, sur l'agglomération havraise et ses dix-sept communes, seules quatre d'entre elles sont habilitées et équipées pour traiter ces demandes. Si cette réforme a entraîné une surcharge importante pour les communes en question, elle a également eu pour effet d'ôter, pour les autres, un lien important entre les citoyens et leur commune de résidence. Et pourtant, les maires de petites communes connaissent physiquement chaque habitant, réduisant les déplacements et le risque de fraude. Par ailleurs, un maintien des relations de proximité avec ses concitoyens permise lors de la remise de titre d'identité apparaît indispensable pour bon nombre de Français, d'autant plus dans ce contexte de crise qui impacte chaque foyer. Cela va d'ailleurs de pair avec le besoin de proximité régulièrement mentionné comme une exigence par un nombre important de concitoyens. Au moment où le déploiement de la carte nationale d'identité électronique s'amorce en Seine-Maritime, il attire son attention afin que la CNI et la CNIe soient directement remises par la commune de résidence du demandeur au lieu de passer obligatoirement par la commune équipée du dispositif de recueil.

Il semblerait qu'une mission interministérielle cherche à établir des synergies communes entre les deux organismes qui n'ont pourtant ni le même financement, ni le même mode de traitement des dossiers, et encore moins les mêmes critères d'indemnisation. Pire les associations de victimes de l'amiante redoutent l'augmentation des rejets, notamment en cas de cancers broncho pulmonaires ou plaques neurales. Être victime de l'amiante ne s'apparente pas à une erreur médicale mais bien à une catastrophe sanitaire. Dès lors, l'ONIAM ne dispose pas des compétences spécifiques nécessaires au traitement des dossiers dits « amiante ». Or la création d'un organisme spécifique dédié aux victimes de l'amiante fait écho à un combat de 25 ans, représentant une juste reconnaissance par les pouvoirs publics des préjudices subis. Faire disparaître le FIVA en tant qu'entité propre, éthiquement fait craindre de plonger les victimes de l'amiante dans l'oubli ainsi que financièrement l'abandon des particularités de calcul dans le préjudice. Améliorer un dispositif d'indemnisation présentant des difficultés ne doit pas se faire au détriment des autres dispositifs existants. Il l'alerte donc sur les risques d'une telle fusion mais également sur la nécessité d'accompagner l'ONIAM pour permettre une indemnisation optimale des victimes d'accidents médicaux.
