Summary
Mr. José Gonzalez draws the attention of the Minister of Labor, Health and Solidarity to the question of perception but also of the management of psychotic illnesses. Indeed, in France, one in five people is affected by a mental disorder each year in the country, or 13 million people. With more than 23 billion euros per year, expenses reimbursed for psychological distress and illnesses Psychiatric disorders are the largest item of health insurance expenditure. As for rare forms, or psychotic illnesses, schizophrenia affects around 600,000 people in France and paranoia affects, according to a survey, 3.3 to 4.4% of the general population. Numerous studies have found a strong association between violent acts and these disorders. According to some authors, the risk of violence would be multiplied by a factor of 4 to 6 in patients suffering from schizophrenia. Concerning homicides more specifically, the risk of committing one would be eight to ten times greater in patients suffering from this disorder. Furthermore, a meta-analysis carried out and published by Large's team in 2009 showed that 6.6% of homicide perpetrators corresponded to the diagnosis of schizophrenia. It is important to understand that these pathologies lead to often these deviations are due to the existence of associated comorbidities (addictions and personality disorders). However, and despite the increase in the number of people suffering from psychotic disorders, the number of beds in psychiatric hospitals continues to decline (in 2021, the number of beds able to accommodate patients fell by 1.1%) at a slightly higher rate than in the years preceding the crisis. The Government must become aware of the shortcomings in our legislative and hospital system. Today, in France, there is a procedure for forcibly treating a sick person, but unfortunately this procedure is subject to too rigid criteria: the will of the patient himself, even though the impossibility for patients to recognize their illness is a symptom of their psychotic illness. This inability to care for people who need it amounts not only to letting them down, but also to letting down their families, since they are the ones who take over from a resigned State. This also amounts to allowing children conceived through illness to be taken from their parents because they are not cared for. Finally, this amounts to letting sick people evolve freely in an often hostile society, leading to abuses aforementioned. This situation ultimately amounts to letting psychotic patients go to the end of their illness, to the point of no return and hospitalization, which aggravates the problem of shortage of psychiatric hospital beds. He asks him if the Government intends to take into consideration the problems linked to the current situation and act to allow better care for psychotic patients, with criteria potentially diminished and why not the possibility of forcibly treating a patient with, on the one hand, the alert given by relatives and, on the other hand, a medical opinion which would confirm the pathology.
