Summary

Mr. Maxime Laisney draws the attention of the Minister of National Education to the persistent precariousness of those accompanying students with disabilities (AESH) and the serious concerns raised by the deployment of education support centers (PAS). The structural lack of financial and human resources as well as the absence of a real civil servant status keep these essential personnel in precarious conditions. unacceptable and weaken the ambition of inclusive schools, already hampered by the lack of places in medical-pedagogical institutes (IME). In the MP's constituency, a 6-year-old girl enrolled in a ULIS system, supposed to be included in regular classes several times a week as well as in physical education and sports classes, was not able to benefit from this support once this year, lack of AESH. A little boy aged 8 has been waiting for a place in IME for five years; Failing this, he is integrated into an ordinary school environment for only one and a half hours per day, because no AESH can support him for any longer. A primary school emphasizes that it only has 4.5 AESH positions for 16 students in need, which is strictly insufficient to ensure the development and inclusion of these children. A college testifies to welcoming 20 students requiring the presence of an AESH, but having only been allocated 4 full-time and one part-time; one of them resigned at the start of the school year and was never replaced. These examples, far from constituting isolated facts, reveal deeper difficulties which have become omnipresent, altering the learning conditions of children while placing teachers and teachers in a situation of professional burnout. To these elements of concern is now added the implementation of PAS, which has come to restructure the inclusive localized support centers (PIAL). As part of this deployment, imposed by the Government despite three refusals by vote of Parliament, many academies require AESH to sign contractual amendments modifying their scope of intervention. These personnel are forced to accept expanded geographic mobility which can represent, in certain areas of Seine-et-Marne, several tens of kilometers of travel. For non-vehicled agents, this forced flexibility proves materially impossible. For others, having to travel between different establishments results in considerable fuel costs. In the absence of dedicated financial compensation or revaluation of the payment of transport costs, this reform results in a loss of effective income for these agents. The MP therefore asks the Minister what measures the Government intends to implement to upgrade the status and salary of AESH. He also wants to know if he intends to take stock of the first experiment with PAS before generalizing them without saying so, in accordance with the vote of the parliamentarians.
