Ms. Anne Le Hénanff draws the attention of the Prime Minister to the application of the so-called “cloud at the center” doctrine. Introduced in 2021 by Circular No. 6282-SG of July 5, 2021 relating to the doctrine of use of cloud computing by the State and updated in 2023, the “cloud at the center” doctrine has made the cloud the default mode of hosting and production of the State's digital services. The latter must imperatively be hosted on one of the State's two internal interministerial clouds or on one of the cloud offers offered by manufacturers qualified as SecNumCloud. Since then, while this doctrine has enabled significant growth in the use of national cloud services, as evidenced by the annual amount of orders sent to cloud providers on the market operated by the Union of Public Purchasing Groups (UGAP), it has increased by 70%. between 2022 and 2023 and the internal interministerial cloud offerings Pi and Nubo have also seen their capacities increase rapidly, according to the interministerial digital directorate (DINUM). Despite this positive outcome, which we can only rejoice in, many State administrations and digital projects still seem to benefit from exemptions from the rules of the “cloud at the center” doctrine, thus preferring to use services non-European actors whose services are not qualified SecNumCloud. Also, in this context and ahead of the application of article 31 of law no. 2024-449 of May 21, 2024 aimed at securing and regulating the digital space (SREN) which ratifies this doctrine and broadens it, the Member wishes to know the detailed assessment of the application of the “cloud at the center” doctrine. She also wants to know how many Exceptions to this doctrine have been identified as well as the reasons which motivated them. Finally, she wishes to know what control is carried out and by whom, in order to ensure that the ministries, their administration as well as the state bodies concerned respect this doctrine.
