Summary
Mr. Sébastien Saint-Pasteur draws the attention of the Minister of the Interior to the operational difficulties encountered by the departmental fire and rescue services due to the application, to forest fire-fighting vehicles, of the anti-pollution standards applicable to heavy goods vehicles. Since the entry into force of the Euro VI standard for heavy vehicles, the diesel vehicles concerned have been equipped with reduction devices selective catalytic converter using AdBlue to reduce nitrogen oxide emissions. This objective of protecting air quality is fully legitimate and must be preserved. However, its undifferentiated application to emergency vehicles engaged in long and critical operations raises a particular difficulty. Forest fire tankers and other specialized fire brigade vehicles are not used as heavy transport vehicles traveling long distances daily. They often make limited journeys between the barracks and the place of intervention, but can then remain mobilized for several hours, even several days, in extreme conditions, with significant demand on the engine and equipment. However, when the AdBlue tank empties or when a system malfunction anti-pollution control is detected, vehicles may suffer power limitations, safety measures, or even be forced to leave the intervention site to be resupplied, diagnosed or repaired. These constraints, already integrated as much as possible by the SDIS in the rotation of resources, can nevertheless temporarily reduce the operational availability of vehicles essential to fighting fires. This situation appears all the more paradoxical as these vehicles are precisely mobilized to deal with the consequences of climate change, in particular the intensification of the risk of forest fires. In particularly exposed areas, such as Gironde, each unavailability of a vehicle can weigh on the response capacity of emergency services during long, evolving and dangerous interventions. He therefore asks him if the The Government intends to initiate, in conjunction with the ministry responsible for transport, the ministry responsible for ecological transition, the SDIS, manufacturers and the competent European authorities, a study on the creation of a specific regime, supervised and strictly limited to emergency vehicles engaged in operations. This regime could in particular aim to guarantee that anti-pollution devices do not lead, in an emergency situation or of prolonged intervention, a loss of power or immobilization of the vehicle compromising the rescue mission, while maintaining the objective of reducing emissions outside of a critical operational situation. He also asks whether the Government plans to bring to the European level a request to adapt the approval rules applicable to specialized civil security vehicles, in order to reconcile the imperatives environmental with the absolute requirement of operational continuity of the means of fighting forest fires.
