Summary

Mr. Nicolas Ray draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the obstacles faced by keepers and breeders of animals of non-domestic species in the processing of their administrative procedures. If the objectives of animal traceability, training of keepers and protection of animal welfare pursued by the current regulations are fully justified, the procedures relating to certificates of capacity and opening authorizations remain marked by particularly long processing times and by a lack of homogeneity of practices throughout the territory. The report from the General Inspectorate of the Environment and Sustainable Development (IGEDD) relating to the establishment of a list of non-existent animal species domestic animals that can be kept for companionship and pleasure, published in July 2025, highlights that few amateur breeders manage to obtain these authorizations, in particular due to administrative instructions which sometimes last several years and variations in assessment depending on the departments. Such a situation places applicants in significant administrative and legal uncertainty which is not acceptable. This is why it is necessary to clarify and simplify the framework applicable to the keeping and breeding of non-domestic animals. The application of the regulations cannot in fact depend on the department in which the file is filed nor on the resources available locally to the investigating service. It is up to the State to ensure equal treatment of users and to enable them to obtain a decision in a reasonable period of time. It is indeed becoming urgent to simplify the regulatory framework, to make it more readable and more accessible while preserving the essential guarantees in terms of supervision of practices, accountability of holders and animal protection. He asks what measures the Government intends to take to reduce processing times for requests for certificates of capacity and authorizations of openness and to harmonize the practices of the competent services throughout the territory, and according to what timetable it intends to implement the recommendations of the IGEDD report, in particular with regard to the creation of a public information portal and an online procedure platform.
