Summary

Mr. Marc de Fleurian draws the attention of the Minister of National Education to the modalities of using the additional lists of the recruitment competitions for school teachers (CRPE) for the recruitment of contractual positions. Each year, the State defines a ceiling for employment of civil servants holding national education positions, fixed essentially on budgetary criteria. This results in a remainder of positions to be fill assigned to contract workers. The recruitment of these contract workers is legally conditional on obtaining a level 6 diploma for teaching in the general sector or level 5 for the professional sector, possession of French or European citizenship and the production of a clean criminal record. At the same time, some of the CRPE candidates are placed by each academy on a complementary list classified by order of merit in order to guard against possible withdrawals of candidates selected on the main list. The professional abilities of the candidates registered on the complementary list are therefore fully recognized but they are not fully solicited by the academies to fill the available contractual jobs, although they tick all the boxes. It would also seem that the rectorates were now obliged to obtain prior agreement from the Ministry of National Education to be able to recruit on the complementary lists. This information, if proven, would explain why a significant proportion of candidates selected on the complementary list seem to be excluded from recruitment as permanent interns. In this, he asks what measures the Government intends to take to allow greater recourse to candidates placed on a complementary list of CRPEs in the occupation of contractual positions opened each year.
