Summary
Ms. Constance Le Grip draws the attention of the Minister of National Education and Youth to the subject of the fight against illiteracy and in particular to the financing of professional training on illiteracy. In mainland France, INSEE estimates the number of people experiencing difficulties in mastering the French language at nearly 6 million, including 2.5 million who are illiterate because they have serious or significant difficulties in writing, to which must be added nearly 500,000 French overseas in a similar situation. In addition, these figures do not take into account approximately 1.5 million people who were educated abroad and have serious difficulties with writing. With Law No. 2018-771 of September 5, 2018 for the freedom to choose one's professional future, the operation of the professional training account (CPF) passes from a logic in hours to that of credits expressed in euros, with an annual amount which amounts to 800 euros for unqualified employees (capped at 8,000 euros over ten years). However, training promoting the acquisition of key knowledge and skills on the one hand, and combating illiteracy and illiteracy on the other, are by nature long and expensive training which is useful if deployed over several years. THE Strengthening short training courses aimed at giving employees a targeted professional qualification may represent a relevant measure to facilitate professional integration, but such training rarely corresponds to the needs of illiterate employees. She therefore asks him how training promoting the acquisition and development of key knowledge and skills, training to combat illiteracy and illiteracy, by definition long and costly training due to their purpose, will be financed as part of the implementation of the CPF over the next ten years. Also, she would like to know if the CPF cap for the people concerned will be raised to allow a realistic training plan and lifelong development of key skills.
