Summary

Mr. Victor Habert-Dassault draws the attention of the Minister of Ecological Transition and Territorial Cohesion to the delicate situation of the wood sector in the extended producer responsibility (EPR) dedicated to construction products or materials in the building sector. The 3 eco-organizations published their 2024 prices in mid-April for application on May 1, 2024: increases in eco-contributions range from +10% to +400% depending on the products in the midst of a crisis in the construction sector. They announce a multiplication by 2 or 3 of these prices by 2027. A real obstacle to the development of biosourced products in the construction of the future is therefore taking hold while the latter are part of the essential objectives of the so-called “AGEC” law (and the RE 2020 environmental regulation). This situation results in part from the law itself, which focuses mainly on the end of life of products and does not take into account the life cycle of the product or its ecological profile. It indicates that designated payers for wood and in particular sawyers who do not generate any waste are not beneficiaries of any service via the REP. The eco-contribution is therefore for these actors an additional tax on their added value. Massive fraud in eco-contributions, estimated at around 30%, particularly importation seriously harms the system. To make regulatory traceability more transparent and facilitate controls, he wants to know if an eco-contribution invoicing line will be imposed soon. He informs that craftsmen continue to charge all individuals for the removal of their construction site waste. The REP therefore creates hyperinflation on the prices of construction materials in proportions significant and causes the “made in France” material to lose its competitiveness, without it ultimately being collected or recovered in terms of additional waste volumes. He wants to know if the Government intends to take the situation in the sector into consideration.
