Summary
Mr. Marc Chavent draws the attention of the Minister of the Interior to the hacking of the weapons information system (SIA) which occurred in March 2026 and to the violent thefts of weapons which strike from legal holders. He recalls that his written question no. 10670 of November 4, 2025 asked, five months before the events, what guarantees protected the SIA against an intrusion. The Government never responded. In March 2026, a hacker exfiltrated, from the account of a company using the SIA, the data of more than 62,000 weapons and their owners: names, addresses, telephone numbers, details of each weapon. This data was put up for sale on a clandestine forum and the ministry only confirmed the leak after it was revealed by a specialized site. The MP underlines that this leak is not an isolated accident but an episode in a series which touches the heart of the State: France Travail in 2024, with data from 43 million people; the SIA in March 2026; the general directorate of public finances in June and July 2026, of which 678,000 taxpayers had their name, address, reference tax income, family quotient and cadastral data consulted or extracted, using identifiers stolen from an agent. Bercy only confirmed this fact in August 2026, after the data was put on sale. Every time, the administration remains silent and the victims learn about it through the press. The tax authorities now know who owns what and where; the SIA knows who has weapons and where. Both fled. The State has thus provided organized crime with a catalog of weapons with the addresses of their holders and it demands citizens to entrust it with everything while it proves incapable of keeping what it has demanded. The deputy notes that the Auvergne-Rhône-Alpes region has since suffered a series of extremely violent weapons thefts from the homes of individuals, including an elderly collector from Isère, on August 23, 2026. Beatings, injuries, death threats: these are the methods of organized crime. The authors are not looking at random. They know where they are going, to whom and what they are looking for. The ministry itself admits this by acknowledging having contacted the victims of the leak to prevent theft. He recalls that the Government had been alerted five months before the leak, through the official channel provided for by the Constitution and that it chose not to respond. The responsibility of the State is not only technical: it is political. A warning published in the Official Journal was ignored and citizens who had respected the law are now paying the price in their flesh. He asks him how many holders and weapons have been exposed by this leak, department by department and if the thefts committed since have been compared to this data by the investigators. He asks him if other administrations have lost sensitive data following hacks without the people concerned or Parliament having been informed, which ones, on what dates and for how many people and whether the State deliberately kept these incidents secret. He asks her if any names and addresses of gendarmes, police officers or soldiers have already been compromised by hacking, in which files, on what dates and for how many people. He finally asks him what responsibility the State intends to assume towards the victims of the flight and the attacks which followed it and how it justifies having left unanswered, for several months, a parliamentary alert which announced exactly what happened.
