Summary
Ms. Stéphanie Kerbarh draws the attention of the Minister of State, Minister of Ecological and Inclusive Transition, to informing consumers on the lifespan of products using the usage meter. The transition to a circular economy requires that consumers are better informed about responsible behavior, in particular the actions necessary to extend the lifespan of products. It is therefore essential to improve transparency on the lifespan of products, to guide consumers towards the most sustainable products. A usage counter can thus be made visible to consumers on the most relevant products (television, washing machine, computer in particular) like the odometer on vehicles (article R. 317-5 of the Highway Code). The usage meter already exists for professionals but is not available to the general public: it would nevertheless provide useful information to the consumer who could thus ultimately favor the most sustainable products and would stimulate beneficial competition between manufacturers. It could also be accompanied by maintenance advice to avoid breakdowns. This indication would also make it possible to boost the second-hand market by rationalizing the residual value of a property upon its resale, like Argus in the automotive sector. The usage meter is one of the recommendations of the European Parliament report on “a longer lifespan of products: benefits for consumers and businesses” (2016/2272(INI)) carried by the Committee on the Internal Market and Consumer Protection. She asks him if the Government plans to launch an experiment on the bulk household appliances and computer equipment whose use in number of hours of use or cycles can be calculated.
