Summary
Mr. Xavier Breton draws the attention of the Minister of Solidarity and Health to the consequences for childminders of non-payment of salaries by the parents of the children they look after. Every month, some childminders do not receive the salary that should be paid to them. The cases are numerous enough that a Facebook group “angry nannies” was created, bringing together 1,300 people doing state of similar testimonies throughout France. For some of them who look after three children, the monthly shortfall can be 2,000 euros. Faced with these unscrupulous parents, these childminders are forced to turn to a lawyer or a bailiff, which represents an advance of money and a waste of time. If the parents are not solvent, the costs are not reimbursed for these. Some may be required to initiate industrial tribunal proceedings. They also run the risk of filing an income tax return that does not correspond to the wages actually paid. However, the majority of parents receive assistance from the family allowance fund (CAF) to look after their children. The system of payment of the free choice of childcare supplement as part of the childcare service does not secure in no way the payment of social workers. To date, the CAF does not wish to get involved in this employer-employee relationship, even though there is clearly fraud involved. This situation is difficult to accept for social workers and contributes to making their situation more precarious, without any protection. To put an end to this non-payment, he asks if the CAF could provide a direct payment to social workers to put a put an end to these abuses.
