Summary

Mr. Jean-Pierre Taite draws the attention of the Minister of Ecological Transition and Territorial Cohesion to the upcoming difficulties of the wood sector in the extended producer responsibility (EPR) dedicated to construction products or materials in the building sector. The 3 eco-organizations published their 2024 rates in mid-April for application on May 1, 2024: increases in eco-contributions range from + 10% to + 400% depending on the products in the midst of a crisis in the construction sector. They announce a multiplication by 2 or 3 of these prices by 2027. The application of these prices will strongly penalize the timber industry. A real obstacle to the development of biosourced products in the construction of the future is therefore taking hold while the latter are part of the essential objectives of the so-called “AGEC” law (and the RE environmental regulation 2020). This situation partly results from the law itself, which mainly focuses on the end of life of products and does not take into account the life cycle of the product or its ecological profile. We thus arrive at aberrations with competing construction products such as steel, concrete or even PVC which will ultimately pay less for their eco-contribution while the wood industry benefits from a material available in the region. He would like to know whether the Government intends to take into consideration the situation in the sector and take the necessary measures to put an end to inequality towards the wood sector within the framework of the extended responsibility of the producer of building construction products and materials.
