Summary

Ms. Anne Le Hénanff draws the attention of the Minister of Higher Education and Research to the budgetary situation of French universities. For several years, French universities have suffered from real underfunding which places them in a situation of permanent budgetary tension and jeopardizes the accomplishment of their missions in good conditions. As part of the finance bill (PLF) for 2025, the new cost increases of 500 million euros far exceed their budgetary absorption capacity and will necessarily have consequences on their missions. Among these increases, at least 310 million euros relate to personnel. Indeed, in addition to the non-full compensation by the State for the so-called “Guérini” social measures, which causes additional expenses of around 130 million euros, it is expected that from 2025 the rate of the special allocation account (CAS) for pensions will be increased by 4 points (from 74.28% to 78.28%) for all public operators. This increase will impose additional expenditure on universities of around 180 million euros. Thus, for the Bretagne Sud University of Vannes (Morbihan) for example, this remaining cost will represent 700,000 euros in 2025 and the cost of responsible for raising the CAS Pensions to 840,000 euros, i.e. a total operating budget burdened by 1.54 million euros in 2025. This untenable situation could lead certain establishments to abandon major projects and reduce investments in student life. The credits allocated to the “Teaching and Research” mission within the framework of the PLF for 2025 attest to a renunciation of the programming law of the research (LPR) voted in 2020. Only 158 million euros out of the 501 million planned in the trajectory of the law for 2025 are envisaged in the PLF for 2025. Also, in this alarming context, the MP wishes to know what measures the Government intends to implement in order to give universities the necessary means so that they can carry out their missions for students. Aware of the state of public finances, she would however like to know if the Government intends to respect the trajectory of the LPR.
