Summary
Ms. Agnès Firmin Le Bodo draws the attention of the Minister of Solidarity and Health to dental care networks and associative health centers. This type of structure is the subject of controversy and abuse. With an associative vocation, the initial purpose of these structures has been diverted to open “low-cost” centers in which the logic of profitability sometimes seems to have taken precedence over the quality of care. These concerns were confirmed with the “Dentexia” affair, a chain of dental centers whose practices had led to complaints from numerous patients. Following this affair, the General Inspectorate of Social Affairs (IGAS) submitted a report entitled: “Dental health centers: proposals for supervision improving the safety of care” dated January 2017. Then, the order of January 12, 2018 relating to the creation and operation of health centers has simplified and clarified the creation and operation of health centers to strengthen access to primary care, promoted by the plan to strengthen territorial access to care, while guaranteeing the protection of patients. It reaffirms the obligation of the practice of third-party payment and enforceable tariffs; provides information to the patient on the conditions of the financial support of the healthcare provider to whom they may be referred; guarantees the non-profit nature of the management of the centers, whatever the status - private or public - of the managers; introduces an obligation to undertake a compliance commitment prior to opening the center, with the possibility of closing the center in the event of non-compliance with this commitment. The IGAS report nevertheless contains other proposals that could be implemented to aim for better quality of care, at the best cost and under correct conditions for dentists. Thus, the report recommended the legal framework for health centers, including a declaration of interests to all health centers which could be transmitted to the director of the ARS at his request; increased mobilization of public authorities, the HAS must reinvest in the construction of dental standards, including the choice of prescriptions, both for conservative care and for implantology; reinforced supervision by the national council of the order of dental surgeons and an adaptation of certain provisions of the code of ethics to salaried practice and with increased vigilance on the professional independence of all dental surgeons; an evolution of economic model of health centers and a revaluation of conservative care, by integrating implantology into the nomenclature, the negotiations would contribute to recognizing it as a possible therapeutic option and giving it visibility, particularly for health insurance controls. She wants to know what action she intends to take on these proposals.
