Summary

The impacts of climate change on water resources are increasingly perceptible by communities, economic actors (industrialists, farmers) and citizens. Faced with less and less abundant resources, sobriety must be sought by everyone. Faced with these challenges, the Government has decided to generalize the method of territorial projects for water management (PTGE) in order to guarantee a concerted approach locally with all water users to improve the resilience of territories to climate change and better share water resources. Following the recommendations of Prefect Bisch's expertise unit (2017-2018), the instruction on territorial projects for water management addressed to prefects was developed and published on May 7, 2019. It specifies the role of the State and remobilizes stakeholders to develop territorial projects for water management (PTGE). Among the possible solutions for balanced management of water resources is that relating to water storage reservoirs. The question of the relevance of a reservoir must be addressed as part of a comprehensive approach taking into account water savings, more resilient agricultural practices, technological innovations in irrigation and the capacity to filling of reservoirs in the context of climate change. The instruction, in order to respect the subsidiarity of the territories, indicates that the territorial project must result in an action program which details the volumes of water associated with the actions by specifying the sampling period (low and non-low water). In the absence of a water development and management plan (SAGE) or volume distribution by the SAGE, the PTGE must result in the distribution, over the entire year, of water volumes by use. These volumes must be compatible with the water development and management master plan (SDAGE). In any case, they respect hydrological, biological and morphological balances. The approach and actions carried out by the PTGE will mobilize several sources of financing: users, local authorities, private financiers, European funds, Water Agencies. The Government's instruction renews the methods of intervention of Water Agencies. For reservoir or transfer projects concerning agricultural irrigation, the part financeable by the Water Agencies will be the part of the work corresponding to the substitution volume (volume taken during periods of high water or transferred from a resource which is not in deficit in substitution of volumes taken during low water periods). Concerning multi-use works (drinking water, industrial uses, low water support, irrigation), the Water Agencies may possibly finance them beyond simple substitution under the conditions set by the PTGE, according to the priorities of the basin committees where the different users are represented.
