Summary
Mr. Francis Vercamer draws the attention of the Minister of Solidarity and Health to the recurring reports of stock shortages of medicines which continue to increase. In 2017, the National Medicines Safety Agency (ANSM) received nearly 530 reports of stock shortages concerning drugs of major therapeutic interest, products whose absence could result in “a serious and immediate risk” for the patient, i.e. endanger one's vital prognosis, an explosion of 30% of these reports compared to the previous year (405 in 2016). A shortage which results in particular in the inability of a pharmacy to provide a medication within 72 hours following the presentation of a prescription. While hospitals can return medications for community patients, they have no official guidelines on the subject and are also faced with the same supply problems. In some hospitals, it is the equivalent of a part-time pharmacy technician who is busy managing this issue. Published on September 27, 2018, the report of the Senate fact-finding mission on “shortages of medicines and vaccines” highlighted a serious supply problem in France, both for commonly used medicines and for medicines of interest. major therapy (MITM) with even, for the latter, an average duration of rupture in 2017 of fourteen weeks. The factors responsible for this situation are multiple (supply of raw materials, distribution to countries with more advantageous prices, increase in sales volumes, just-in-time production, modification of marketing authorizations), and an ambitious policy to combat supply shortages. Stocks of medicines are essential. Also, he asks what solutions are envisaged by the Government to compensate for the increase in cases of drug shortages and to specify the means available to the ANSM in the face of this type of situation.
