Mr. Vincent Rolland alerts the Minister of National Education and Youth about the status of youth hostels with regard to the equal citizenship law of 2017. Youth hostels are experiencing increasing success. They respond to a demand from young people to be accommodated in friendly places and offering attractive prices during their trips. Thus, many establishments not meeting the criteria of qualification of youth hostel have seized this “designation” in order to gain in attractiveness to the detriment of youth hostels stricto sensu. However, in article 65 of the equality and citizenship law which was promulgated in 2017, a new provision was introduced in article L. 325-2 of the tourism code following which it is stated that private law organizations must be approved under the mission of interest general accomplished by a youth hostel. It is then imposed on the regulatory power, under Article L. 412-3 of the same code, to issue an implementing decree in the Council of State in order to determine the conditions and modalities for granting approval. However, to date, such a decree has not yet been issued even though youth hostel representatives are calling for Government action on this subject. Therefore, he asks whether a decree is being prepared on the issue and, if so, its publication date.
