Summary
Mr. Jean-Paul Lecoq draws the attention of the Minister of Economy and Finance to the Jerusalem tram. The light rail violates international law by connecting the Israeli part of the city, West Jerusalem, to illegal Israeli settlements in the Palestinian part of the city, East Jerusalem. It constitutes one of the tools used by the Israeli government to implement its policy of annexation of East Jerusalem. The report published in June 2018 by eight civil society organizations and collectives, “Jerusalem Tramway: French companies contribute to the Israeli colonization of the occupied Palestinian territory” demonstrated how four French companies participated in this illegal construction site: the company EGIS RAIL, a branch of the EGIS group, a 75%-owned subsidiary of the Caisse des Dépôts et Consignations, - and the company SYSTRA, a joint subsidiary SNCF and RATP, which each hold 42% of its capital. The third company, ALSTOM, was a major player in the first phase of tramway construction and was in the process, at the date of publication of the report, of renewing its participation by responding to calls for tenders for the second phase. The fourth, MERIDIAM has also been part of one of the consortiums participating in these calls for tenders since 2017. Since the publication of the report, two companies involved have announced their withdrawal from this project, on the grounds that it is contrary to international law: SYSTRA, on June 20, 2018 through the voice of the president of SNCF, its reference shareholder, and ALSTOM on May 16, 2019. A third, MERIDIAM no longer appears as part of the consortium having submitted an offer on May 13. As of June 17, 2019, only the company EGIS RAIL is still involved in this project. The MP is surprised that the French State remains silent regarding the continued commitment of EGIS RAIL in the construction of this tramway. He would like to know the measures taken for the withdrawal of the public company EGIS from any tram extension project.
