Un rôle plus important de l'euro dans le système monétaire international (SMI) procure, un certain nombre d'avantages, mais n'est pas sans charrier certains coûts, au premier rang desquels une appréciation de notre taux de change effectif préjudiciable à notre compétitivité à l'exportation. Une utilisation encore plus importante de l'euro dans les transactions internationales permettrait de réduire les risques de change de nos entreprises, leurs coûts de transaction et leur vulnérabilité vis-à-vis de certains de nos partenaires, à commencer par les Etats-Unis et leurs éventuelles sanctions extra-territoriales. Cela permettrait aussi un coût du financement domestique moindre du fait de la demande en actifs financiers libellés en euro. Néanmoins, l'utilisation croissance d'une monnaie dans le système international s'accompagne d'une appréciation significative, pesant sur la compétitivité et les exportations. En outre, les périodes de tensions dans le système financier mondial sont source d'importantes fluctuations de la valeur des monnaies perçues comme offrant la meilleure sécurité, de pair avec une forte volatilité des flux financiers, ce qui peut également être couteux. A notre sens, le meilleur moyen de promouvoir l'utilisation de l'euro dans les échanges internationaux est de renforcer l'Union économique et monétaire européenne (UEM), et ainsi l'attractivité de l'euro. A cette fin il est nécessaire de poursuivre l'achèvement de l'Union bancaire, la création d'une véritable Union des marchés de capitaux et le renforcement de l'instrument budgétaire de la zone euro. Ce renforcement permettrait de promouvoir la compétitivité, la convergence et la stabilisation de l'UEM. Par ailleurs, cette attractivité croissante devra aller de pair avec une offre suffisante d'actifs financiers libellés en euro sur les marchés internationaux, ce qui passerait par des besoins de financement nets de l'UEM vis-à-vis de l'extérieur, soit par une réduction de l'excédent courant de la zone. Une telle réduction nécessiterait que les pays membres de l'UEM disposant des plus importants excédents les réduisent.
