Summary
Ms. Constance Le Grip draws the attention of the Minister of National Education and Youth to the progress of the “digital educational public service” provided for by the law of July 8, 2013 “for the refoundation of the school of the Republic”. A recent opinion from the Court of Auditors, made public on July 8, 2019, underlines that the conditions for deployment of this public service do not seem to be satisfactory to date: the connection of schools and establishments is insufficient, the supply of digital resources is not organized and only a minority of teachers are comfortable with digital-based pedagogy. The Court of Auditors considers that this public service does not seem to have clear objectives in relation to what is provided for in the law of July 8, 2013. However, the appropriation by the teaching world of these new tools and methods six years after the vote of the law to refound the schools of the Republic and having as its objective the creation of a “public educational digital service” questions. This “digital public service” is of significant interest in that it provides a significant complement to traditional teaching. The advantages of digitalization are numerous: development of student autonomy, much lighter school bags, facilitated dialogue between the young person, the parents, the establishment and the company, relieved administration and a considerable saving of time. This “digital public service” could offer the key to the appropriation of digital tools to young initiates, in particular young girls, thus preparing students for the future professions that they will be required to pursue. This is why she wants to know what the Government intends to do to ensure that the implementation of this public service. It asks in particular whether the Government intends to implement the recommendations of the opinion of the Court of Auditors recommending that a “basic digital base” be created, in consultation with local authorities, for schools, middle schools and high schools, homogeneous at the national level for each category, combining infrastructure and equipment put in place by the responsible community. with a commitment from the State to the training of teachers and the provision of educational resources; access for students and teachers to public digital resources and services through a single portal (MEN); the reestablishment of compulsory certification of digital skills in initial training; certification of skills acquired during career and establishment of a training plan continues obligatory. Finally, the level of speed also being an important factor, the opinion of the Court of Auditors suggests supplementing the mapping of speeds and connectivity of all schools and public educational establishments by programming connections via the fiber network or the possibility of connection to the networks of mobile telephone operators.
