Summary

Mr. Benoit Simian draws the attention of the Minister of State, Minister of the Interior, to the new methods of issuing identity cards. Since March 1, 2017, the date of entry into force of the national identity card processing reform, the procedure for issuing CNIs has been aligned with that of biometric passports. Thus, only town halls equipped with a fingerprint collection device can accept requests for issuance of CNI. This new procedure, which was carried out as part of the reform without real consultation with town halls, considerably distances citizens from this service, particularly in rural areas, already faced with the problems of isolation. For example, in the 5th district of Gironde, which covers Médoc, only 3 municipalities are equipped with such a device outside of the Bordeaux metropolis. In addition to this problem of remoteness, other difficulties are to be feared such as the congestion of services in certain cities and the extension of processing times for files. Also, he would like to know if the Government plans to adapt these new arrangements and increase the number of equipped town halls in rural areas in order to maintain the proximity of this service.
