Summary
The Departmental Public Autonomy Service (SPDA) aims to simplify the lives of elderly people, people with disabilities and caregivers, by facilitating journeys through the construction of a real local public service, guaranteeing the same quality of service for all, whatever the territories and individual situations. People's participation was quickly identified as a major factor in success of the SPDA. Also, users of the future public service were involved in the project approach at several levels. In the leading territories, user representatives were mobilized within the framework of territorial working groups. The terms of association of the Departmental Citizenship and Autonomy Councils (CDCA) are variable, but real, depending on the choice of local actors. As part of the generalization, local members of the SPDA will be able to consider the association of user representatives and therefore members of the CDCA in an extensive and proactive approach. An instruction is being drafted which will reaffirm the need to closely involve these representatives in the development of the SPDA in the territories. The law also directly provides that the president of the territorial autonomy conference must at a minimum, present to the CDCA each year, before April 30, the report on the action program of the territorial autonomy conference for the previous year as well as the action program for the current year. Finally, at the national level, user representatives are present within the SPDA orientation and monitoring committee responsible for proposing the structuring orientations of the SPDA and ensuring that the approach meets the expected over time, but also in the national working groups responsible for working on the national specifications which set the commitments made to citizens in terms of service provided.
