Summary
Mr. Arnaud Viala alerts the Minister of National Education and Youth to the current situation facing the associative world. Associations are very important links within French society. They carry out essential work in the territories and support many people on a daily basis. They bring together all generations and particularly the youngest through the centers social or even the MJC. Unfortunately, today they are faced with a context that puts them in danger. In fact, they are facing a clear decline in volunteer commitment but also more structural issues such as the increase in administrative procedures which concerns certain contracts such as the Childhood and Youth contract or calls for projects. This causes a significant loss of time to the detriment of actions carried out, however, the interest in calling on associations lies first of all in their knowledge of the field, in their ability to identify social needs and to innovate in the way of responding to them. Added to these administrative changes is the uncertainty of the professional training reform which could, in the long term, impact the training of youth workers and further weaken the quality of the support offered. Of Furthermore, the conditions for these associations to obtain state subsidies are increasingly complex and combine with the effects induced by the drop in grants to local authorities which also finance the associative world. On the other hand, the charges concerning employers continue to increase. This major problem generates real questions about the evolution of associations since the end of the Employment for the Future system, a cornerstone in the functioning and stability of associations, has disappeared and the evolution of subsidized contracts sees their financial aid undermined with a drop in aid (50% of the minimum wage over 8 p.m.). In addition to looking at the associative world, locally in the department of Aveyron, the social and economic situation affects the Millavois population which sees its purchasing power weakened by CAF services and subsidies which have rarely evolved in line with inflation but also by the end of the Ville Vie Vacances system (support system for going on vacation) since 2016, reserved for City Policy districts. Given the doubts hovering over the associative world, the MP asks him what he intends to do to reduce administrative tasks to enhance the support of members and respond to the lack of funding which weakens associations. He would like to know what means the Government intends to put in place to breathe new life into these essential players in the territories.
