Summary

Mr. Patrick Loiseau draws the attention of the Secretary of State to the Minister of Solidarity and Health to the recurring disruptions in the supply of certain medicines and vaccines. Indeed, according to the National Medicines Safety Agency, shortages and supply disruptions increased twenty-fold between 2008 and 2018. In 2019, more than 1,200 medicines could be affected, including some treatments said to be “of major therapeutic interest” (vaccines, antibiotics, anti-Parkinson drugs, anti-cancer drugs). These shortages are partly explained by a drug production chain distributed internationally, relocated to certain production sites in Asia, and which is impacted by recurring incidents. However, and for obvious reasons of protecting public health, it is not acceptable that the choices economic relocation of production, operated by laboratories and manufacturers, does not endanger the health of many French people. A roadmap for 2019-2022 aimed at improving the availability of medicines in France was presented by the Ministry of Solidarity and Health, and a first steering committee was held on this subject in September 2019, detailing several measures aimed at preventing these shortages and sanctions for industrialists. He therefore wishes to know how these new restrictive measures (building up stocks, therapeutic alternatives, role of the ANSM) will be able to be applied efficiently and whether coordination actions are planned at the level of European partner countries, to ultimately resolve these supply problems which go beyond French territory alone.
