Summary
Mr. René Lioret draws the attention of the Minister of the Interior to the revaluation of the national rate for ambulance deficiencies. Ambulance deficiencies are interventions carried out by the fire and rescue services (known as SDIS) at the request of the SAMU, when the latter notes the lack of availability of private medical transporters for a mission aimed at the care and transport of sick or injured people; or interventions which do not fall within the primary missions of the SDIS. The majority of their activity now consists of personal rescue (73%), with fires only representing 7% of their interventions. However, if many of these aids do indeed constitute emergencies, an ever-increasing proportion year after year are rather simple medical transport due to “ambulance deficiencies”. A report from the General Inspectorate of Social Affairs (IGAS) of October 2018 shows an increase in their number of 51% between 2013 and 2017, to the point of becoming “a source of tension” between the SDIS and the SAMU. Added to this observation is a second difficulty, that of the too low remuneration for these ambulance deficiencies. In 2021, it was set at 124 euros per outing, an amount which does not correspond to the real cost of the intervention of rescue and victim assistance vehicles. In 2022, an effort was made by the public authorities with an increase to 200 euros of the national compensation rate for ambulance deficiencies and the creation of a substitution compensation (12 euros per hour of immobilization) for the adaptation of the operational coverage of a fire and rescue service (SIS) in a sector not covered by a guard paramedic. However, these 200 euros are far from covering the firefighters' travel and immobilization costs. Considering all of these elements, he asks him if a revaluation of the national rate for ambulance deficiencies is envisaged soon and asks him to consider the option of indexing to the real costs of interventions.
