Summary
Mr. Benoit Simian draws the attention of the Minister of Solidarity and Health to the proposed new nomenclature of shell seats. During September 2017, the Economic Committee for Health Products (CEPS) confirmed that it had approved the draft new nomenclature for shell seats included in the list of products and services reimbursable by health insurance (LPPR). This new nomenclature project plans to limit the allocation of this medical device only to people aged over 60 and belonging to iso-resource groups (GIR) 1 and 2, that is to say only the most dependent for the performance of essential acts of life. If this project is implemented, professionals have estimated that only 10% of people currently benefiting from a shell seat would fall within the new indications, de facto excluding patients suffering from pathologies causing a transient or progressive loss of autonomy, for example those suffering from a loss of postural tone in oncology and that of disabled people aged under 60 years. In addition to the exclusion of many people in difficulty from this system, this reform risks having repercussions on employment and calling into question an entire sector of activity of home support for elderly or disabled people, a sector which nevertheless generates savings (ambulatory shift with reduction in length of hospitalization, reduction in re-hospitalization). He would also like to know what measures the Government intends to take to support this sector and know its position on a possible suspension of the new nomenclature project.
