Decree No. 2019-850 of August 20, 2019 clearly sets the conditions for the use of social utility transport. Two criteria are established so as not to compete with taxis, while benefiting as widely as possible a population that needs this mode of travel. The first criterion is that the beneficiary resides in an area with a low population density, less than 12,000 inhabitants.
