Summary
Ms. Sira Sylla draws the attention of the Minister of Higher Education, Research and Innovation to the reclassification of “exceptional class” certified teachers. Article 8 of Decree No. 51-1423 of December 5, 1951 relating to public administration regulations for establishing the rules according to which the seniority of personnel appointed to one of the bodies of education civil servants falling under the of the Ministry of National Education provides that "civil servants who already belonged in a permanent capacity to a body of education civil servants under the Ministry of National Education are appointed in their new grade with seniority equal to their seniority in their previous grade multiplied by the ratio of the characteristic coefficient of this grade to the characteristic coefficient of the new grade". THE Reclassification of National Education personnel promoted by aptitude list is carried out by career reconstitution, taking into account the last level acquired in the original corps and the theoretical length of service (in years, months, and days as of September 1, 2018) necessary to access it at the slowest rate (advancement by seniority). Added to this is the seniority obtained in this last level. Then we must multiply this theoretical seniority in the original body by the characteristic coefficient of the original body divided by the characteristic coefficient of the host body. The theoretical seniority in the host body makes it possible to define at which level the promoted person must be repositioned in the host body and the seniority in this new level. It turns out that certified exceptional class teachers were not included in this framework. In Indeed, “exceptional class” teachers benefit from a “special” index which is not taken into account today and therefore does not allow them to progress within the body of teachers as defined in the law. The exceptional class of certified teachers can provide access to the special level (HEA1, HEA2 and HEA3). A certified teacher, PRCE or PLP hors-classe, will be reclassified as normal class associate. He will then be able to access the out of class of aggregates. Then access to the exceptional class of aggregates is possible. For the moment, the terms of reclassification of “exceptional class” certified people into the body of aggregates have not been the subject of any regulatory text. This is why she asks him to please reconsider the situation of certified professors whose workload and responsibilities are the same as an associate professor.
