Summary

Mr. Jean-Louis Bricout draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Recovery, responsible for industry, to the system of “rural revitalization zones”, known as ZRR. This fiscal and social system, which makes it possible to preserve the attractiveness of rural areas faced with economic conditions (general decline in population, agricultural decline, etc.) or structural conditions (isolation geographical), has proven its effectiveness since the orientation law for territorial planning and development of February 4, 1995. To be classified as a ZRR, the EPCI must have a population density less than or equal to 31 inhabitants/km2 and a tax income per median consumption unit less than or equal to 19,111 euros. Several reports, notably parliamentary, the last having been presented by Ms. Anne Blanc and Ms. Véronique Louwagie in November 2018, made it possible to evaluate the effectiveness of this system. However, as the Minister knows, this system must end on December 31, 2020. The upcoming finance bill for 2021 must be an opportunity to begin an overhaul of the system, better targeting as well as real communication from local stakeholders on the system and what it can achieve. In order to respond to the wishes of carry out a policy of relocating businesses in the territory, this system could make it possible to give production activities a territory in which they can establish themselves while revitalizing rural areas thanks to new infrastructure. This tool, necessary for local authorities, constitutes the only system of tax exemptions and social charges specific to rural territories which cover 80% of French territory, accommodate nearly 20% of the population (14 million inhabitants), and 13,902 municipalities making up 456 intercommunalities classified as ZRR. If the ZRR system is known to economic players for the tax and social exemptions to which it provides entitlement, it is much less so for a multitude of measures as heterogeneous as they are heterogeneous in terms of allocations to communities. territorial, public service or economic development in a host of areas such as medical, agricultural, housing, education, youth employment as well as measures taken in favor of the elderly. It is therefore a complete and vast system that Parliament was able to put in place in 1995, encouraging the establishment of businesses in the territories and therefore job creation, but also offering a certain number of advantages to a range of professions necessary for life in rural areas. Far from being the only free zone system in France, the ZRRs are part of a vast system which includes the ZRU, ZSU, AFR, ZFU, BER, ZRD, QPPV, ZDP, ZFANG. The number of zones providing essentially identical advantages calls into question the relevance of extending the system with the same exemptions. As for its removal, he would sign the judgment of death of rural areas in their search for industrial attractiveness. He would therefore like to know the Government's future proposals within the framework of the PLF 2021 on the ZRR system and the opportunity for an improvement of this positive, in order to support the government strategy of relocating industries on the territory as well as the massive development of teleworking in France through coworking spaces which could be encouraged in these rural free zones.
