Summary

Mr. Jean-Pierre Taite draws the attention of the Minister of Agriculture and Food Sovereignty to the concerns of companies in the horticulture, nursery and landscaping sector regarding the recycling of used plastic horticultural growing pots (PHPUS). In order to prevent these pots from being disposed of as simple waste, by incineration or landfilling, the interprofessional organization VALHOR created in partnership with the eco-organization A.D. I.VALOR a national sector for sorting, collecting and recycling plastic horticultural pots. This virtuous approach in principle, however, comes up against the need to ensure long-term financing, on the basis of reporting methods which appear relatively cumbersome to implement for the companies concerned. Thus, if a potted plant is ultimately sold to households, the declaration must be made to the CITEO company. On the other hand, if it is sold to other professionals, the declaration must be made since 2024 to the financing organization VADEHO, whose mission is to collect declarations and contributions “from companies (marketers) which sell potted plants to French professionals for their use”. In this second case, this is a voluntary approach by professionals being deployed before even the entry into force of the new REP “professional packaging” regulatory framework on January 1, 2025. It should be noted that the contributions thus established in the form of an ecotax also concern labels and chromos (photos on the pots). In addition, the amount of this eco-tax varies depending on the nature of the pot (degradable or non-degradable) and its liter. The deputy wonders about the fact that a pot recyclable reused by a professional does not result in the granting of a bonus. Horticulturists and nursery growers must therefore assume new costs and additional administrative workload. This is why he asks if it would be possible to consider a simpler and more effective financing system, which would allow a levy of the ecotax at source, when the pots are purchased by the professionals in this sector.
