Summary
The work of all professionals working in the health, social and medico-social sectors is essential. Their dedication during the particular context of the health crisis only serves as a further reminder. Given the context, the government has decided to take rapid measures to better recognize and remunerate them. This is why, as of September 19, 2020, Decree No. 2020-1152 implemented the revaluation of €183 net per month signed on July 13, 2020 as part of the Ségur de la Santé agreement. This measure applies to agents of public health establishments as well as accommodation establishments for dependent elderly people (EHPAD), the social partners having wanted these professionals to benefit as a priority from these advances. For other types of establishments and services, and in particular establishments and services social and medico-social (ESSMS), the government is aware of neither the daily situation of professionals nor the essential nature of their missions for the social cohesion of the country. In order to provide them with a dedicated response, additional expertise time was deemed necessary. A mission was thus entrusted to Mr. Michel Laforcade with a view to assessing the modalities of a possible extension of the revaluation decisions taken within the framework of the Ségur. Without waiting for the Laroque of autonomy, the minister responsible for autonomy, in conjunction with the ministers concerned, is also working on a plan on the attractiveness of elderly professions intended to address all professionals in the sector. It thus intends to deploy all the levers for rapid improvement of the situation and to initiate more structuring developments, aimed in particular at building dynamics of careers, bridges, methods of promotion through recognition of experience and, more generally, to act to promote the professions of old age and autonomy. In this perspective, on the proposal of the delegate minister, the Prime Minister has just appointed Mr. Michel Laforcade as national coordinator for autonomy professions. In this capacity, he will be responsible for the management and operational implementation of a sheet strategic route of mobilization and acceleration in favor of the attractiveness of these professions. Finally, it is already established that employees and agents of social and medico-social establishments will benefit, whatever the employing establishment, from targeted increases in the remuneration scales of certain healthcare personnel, medico-technical and rehabilitation sectors and the recognition of their specificities, such as the agreement of the Ségur de la santé of July 13 provides for this.
