Mr. René Lioret draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the difficulties facing the French timber industry since the establishment of extended producer responsibility for building construction products and materials (REP PMCB). Implemented in March 2023 with the AGEC law, this REP was supposed to encourage recycling and recovery of materials, but the system paradoxically results in a financial burden for the wood sector in favor of less ecological materials. Furthermore, the forecasts are catastrophic: a study carried out by the coordinating body of the three approved eco-organizations (OCAB) reveals that the overall cost of eco-contributions for the wood sector will amount to 262 million euros in 2027, or 62 euros of eco-contribution per ton of wood sold, a figure much higher than the 13 euros eco-contribution per ton of concrete sold and the 10 euros eco-contribution per ton of steel sold. In view of these elements, he wishes to know the measures that the Government intends to take to restore equity and support the competitiveness of the timber sector.
