Ms. Michèle Peyron draws the attention of the Minister of Ecological Transition and Territorial Cohesion to the future establishment in Combs-la-Ville of a logistics warehouse belonging to the company Chronopost. The company actually wishes to set up a 50,000 m² warehouse by the end of 2024, capable of processing more than 700,000 packages per day, in place of a natural area whose initial project was initially to transform into an ecological wasteland combining craftsmanship and sustainable development. It is also worth highlighting the opposition of many local residents to this project, particularly due to the proximity of their residences. The establishment of this warehouse would therefore contribute to the phenomenon of land artificialization for which legislators were required to rule under the previous mandate. Indeed, in France, between 20 000 and 30,000 hectares are artificialized each year even though this contributes greatly to climate change and the erosion of biodiversity while undermining agricultural potential and carbon storage. Article 191 of Law No. 2021-1104 of August 22, 2021 on the fight against climate change and strengthening resilience to its effects provides for reaching “zero net artificialization” (ZAN) in 2050 based in particular on a first intermediate objective of reducing by half the rate of consumption of natural, agricultural and forestry areas in the next 10 years. The ZAN is also defined in action 10 of the biodiversity plan which responds in particular to objective 15 of the Sustainable Development Goals (SDGs) set by the United Nations. If the artificialization of land for the establishment of logistics warehouses has specific regulations in order to support the economic development of territories, the establishment of logistics warehouses requires an examination by the National Commercial Development Commission (CNAC) as recommended by the law for requests for exemption for all projects artificializing a surface area greater than 3,000 m2 as well as an impact study taking into account the impacts of the project on the artificialization of floors. Also, sharing the reluctance regarding this project and in accordance with its commitments to decisively support the non-artificialization of land in Seine-et-Marne with a view to protecting natural spaces, it would like to know the Government's position on a possible evolution of the legislation concerning exemptions from the artificialization of land for the establishment of logistics warehouses in Île-de-France and in particular in Seine-et-Marne as well as the methods of implementing the law and these territorial variations in the region.
