Mr. Jean François Mbaye questions the Minister of Higher Education, Research and Innovation on the situation of foreign students prevented from pursuing a university course in France due to their vaccination status. Due to health measures aimed at combating the covid-19 pandemic, the issuance of a visa and therefore the arrival in France of nationals from countries classified as “red” by the Government is conditional on possession of a complete and officially recognized vaccination schedule. However, in some of these countries, students - whether because of their age or quite simply because of material insufficiencies or in connection with the vaccination strategy deployed by the authorities concerned - simply do not have access to vaccination, making any travel to France impossible, even though the interested parties have committed to of higher education establishments located on national soil. Although motivated by the management of the health crisis, this situation does not appear acceptable, as it is detrimental to these students (whose number is currently estimated at 8,000), but also to the establishments which accepted their registration and, more broadly, to the influence of French higher education in the world. He would therefore like to know the initiatives that his ministry intends to undertake in order to resolve these difficulties, it being understood that the vaccination in France of these foreign students, accompanied by appropriate health security measures (in particular their isolation upon their arrival on French soil) appears to be a relevant response which will allow them to continue their studies from the next academic year.
