Summary
Mr. Éric Bothorel draws the attention of the Secretary of State, to the Prime Minister, responsible for digital affairs, to the implementation of the principle of Open Data “by default”, as provided for by article 6 of the law of October 7, 2016 for a digital Republic. Under its provisions, administrations with at least 50 agents or employees must publish online, since April 7, 2017, any administrative document (report, statistics, source code...) which has just been communicated electronically to a user having made the request on the basis of the right of access to administrative documents. However, the specialized site Next INpact announced on December 6, 2017 that it had symbolically filed two appeals before the administrative judge against the Ministry of the Interior and the Ministry of National Education, in the name of the right to information. He therefore wishes to know what which explains this situation, and what is being implemented by the Government so that all citizens can in the future systematically have access to administrative documents communicated occasionally, but on an individual basis, to users.
