Ms. Marina Ferrari questions the Minister Delegate to the Minister of the Economy, Finance and Industrial and Digital Sovereignty, responsible for industry, on the prospects for long-term support for electro-intensive and hyper-electro-intensive companies, which are at the forefront of preserving French industrial sovereignty. Given the current tensions on the electricity markets, these Companies benefit from unprecedented one-off support from the Government in order to reduce their costs and preserve their competitiveness. Finally, the competitiveness of these companies - which operate in a competitive global market - remains strongly subject to the variation in electricity prices on the wholesale markets, while they need a supply between 20 and 30 euros/MWh delivered to the terminals of their factories, transport and taxes included, before flexibility, with a minimum visibility of 15 years. This long-term visibility is necessary for manufacturers to continue to stimulate employment in the territories (hyper-electro-intensive industries represent 50,000 direct and indirect jobs; 50% of hyper-electro-intensive sites are located in the Department of Savoie and neighboring departments), but also to avoid disruptions in the global value chains of which they are upstream. Given the nature of the issues, the Government launched, during an interministerial round table with electro-intensive manufacturers, a working group on long-term contracts led by Philippe Darmayan from January to June 2022. The report submitted to the Government aims to identify possible contractual formulas for the future. To date, the question still arises of the operational suites that the Government will propose to electro-intensive and hyper-electro-intensive industries. At a time when several European Governments are calling for a structural reform of the electricity market in Europe, the Member of Parliament, elected from Savoie where 50% of French hyper-electro-intensive sites are located, would like to know to what extent the Government intends to support the competitiveness of French electro-intensive and hyper-electro-intensive companies in the long term, by guaranteeing them a secure framework regarding their electricity supply.
