Summary

Article 24 of the amended social security financing law for 2023 created article L. 173-1-5 of the social security code which establishes a system allowing volunteer firefighters (SPV) who have completed at least ten years of commitment to validate quarters taken into account for the calculation of retirement rights.  Thus, Decree No. 2026-18 of January 20, 2026 relating to various measures relating to SPVs and professional firefighters clarifies the terms of application of this measure, providing for the allocation of: – one quarter for a commitment period of ten years; – two quarters for a commitment period of at least twenty years; – three quarters for a commitment period of at least twenty-five years. These quarters are added to the duration of insurance validated in the plan. They therefore make it possible to achieve more quickly the insurance period necessary to have the full rate. They also increase the amount of the pension via the proration coefficient.  All periods of service as SPV, completed before the promulgation of the law, are taken into account. To benefit from these rights, the insured must provide a statement of services, provided by the last fire and rescue service that received their commitment, with his pension fund, at the time of his request for liquidation of the retirement pension.
