Summary
Ms. Florence Herouin-Léautey draws the attention of the Minister of State, Minister of National Education, Higher Education and Research, to a worrying situation relating to higher education scholarship students for the 2025-2026 academic year, particularly with regard to the calculation of scholarships based on social criteria (CROUS scholarships). Indeed, during the scholarship simulations carried out by the students of final year and current students via the “messervices.gouv.fr” simulator, it appears that the calculation of scholarships is based on income for the year 2023, applied to the 2024-2025 resource ceiling on income for 2022. This lack of revaluation of the resource ceilings has the consequence of a significant reduction in scholarships, or even their elimination for certain students, leading to an aggravation of precariousness for the most modest, while the Government communicates on a reform aimed at broadening access to scholarships. As a reminder, according to the food aid association Linkee, in 2023, 91.7% of students will live below the poverty line, including 47% with less than 400 euros per month. At the same period, 54% of young people skipped meals for financial reasons, compared to 43% in 2022 and this situation continues to get worse. She therefore wants to know if and when the Government intends to take the necessary measures to increase the amounts of scholarships and re-establish a fair calculation system, truly adapted to the income of students and truly taking into account their specificities.
