Summary

The Minister of the Interior and Overseas Territories wanted to strengthen detention capacities. The orientation and programming law of the Ministry of the Interior (LOPMI) of January 24, 2023 plans to increase the number of places spread across the entire national territory to 3,000. To date, thanks to efforts to redeploy and optimize existing places, the number of places available in administrative detention centers (CRA) is 1,857. It should be noted that the South defense and security zone remains to date the best equipped with 506 places distributed in Nice, Marseille, Nîmes, Toulouse, Sète and Perpignan, or 27% of current national capacities. As part of strengthening retention capacities, a call for projects was launched to defense and security zone prefects, in order to identify sites which will be able to accommodate the creation of 6 Additional CRAs, with around a hundred places, by 2027. Among the selection criteria are notably the available real estate space, the location near motorway services and police and justice services or even the proximity of one or more international airports. Concerning the South zone, several projects are being examined by the services of the Ministry of the Interior and Overseas.
