Professionals in primary wood processing - notably oak sawmills - have been experiencing difficulties in sourcing raw materials for several years. In view of this situation, the establishment of the “EU label” by the national forestry office is part of the desire to perpetuate the wood processing tool and to ensure balanced development of the forest-timber sector as a whole. In order to resolve the supply difficulties highlighted by the national wood federation, the Government has decided to initiate structuring actions to help maintain the industrial fabric of wood processing and meet the dual objective of creating national wealth and jobs in rural areas. The mission of supporting the clarification of the organization of the forest-timber sector entrusted to Mr. Jean-Yves Caullet at the beginning of 2018 will strengthen the links between the different players in the sector. Their rapprochement will make it possible to improve the quality of dialogue between professional families from upstream to downstream with the aim, ultimately, of developing this sector of the future, a major lever for the creation of added value, environmental services, the development of renewable energies and the fight against climate change. It is also in this spirit that France bois bois (for upstream) and France bois industriesentreprises (for downstream) have been invited to work with France bois regions to develop a plan for the “hardwood” sector by the end of May. This plan, in its operational terms, will aim to transform the “hardwood” sector to create more value and identify the areas of transformation necessary to cope with the compete and gain competitiveness. It will be accompanied by commitments from economic players to each other and will specify the objectives to be achieved in particular in terms of upgrading the range of products or contractualization over a 5-year period. Concomitantly with this unifying approach, the services of the Ministry of Agriculture and Food are working on a new financing system, designed with Bpifrance, and which will be implemented soon as part of the major investment plan. It will support investment in industrial wood processing tools through the allocation of loans with deferred capital amortization during the period of ramp-up of production equipment. Finally, in order to provide a response to oak sawing companies experiencing proven supply difficulties, the services of the State in the region bring together all stakeholders locally to share a diagnosis and identify solutions to be implemented based, in particular, on commitments made reciprocally between economic actors.
