Summary
Since the multi-year plan against poverty and for social inclusion adopted in January 2013, the fight against poverty has been part of a global approach going beyond the framework applied until the end of the 2000s, and in particular the setting of a poverty reduction objective centered on monetary poverty. As such, the objectives of the fight against poverty and the evaluation of the effectiveness of the measures implemented have always been shared and made public. Following the national strategy for preventing and combating poverty launched in 2018, a new roadmap for public action in the fight against poverty has been implemented since 2023 as part of the solidarity pact. The State's commitment at the national, regional and departmental levels is deployed around four axes: preventing poverty and fighting against inequalities from childhood, amplify the policy of access to work for all, fight against great exclusion through access to rights, build an ecological and united transition. This pact is also available in a contractual approach between the State and the departmental councils as well as the metropolises, on the same axes, within local solidarity contracts in the field of solidarity and conventions for integration and employment in the field of employment and work. The Minister of Labor, Health, Solidarity and Families has initiated the production of a progress report on the implementation of the Solidarity Pact, which must be deployed until 2027. This report will make it possible to assess the effectiveness of the actions undertaken and to define, if necessary, the necessary adjustments. To this end, the Prime Minister and the Minister of Labor, health, solidarity and families will receive by the summer of 2025 the associative networks working in the fight against poverty, in order to collectively learn the lessons of this first phase of deployment and to identify priorities for the future. Furthermore, data published by the National Institute of Statistics and Economic Studies makes it possible to regularly monitor the evolution of monetary poverty. In France. In 2022, 14.4% of the population lived below the income poverty line, a rate relatively stable for two decades, despite the health crisis and current geopolitical tensions.
