Summary

The Government has fully integrated the need for dialogue with all ESS stakeholders into the new budget construction method desired by the Prime Minister. As such, the Government has notably chosen to preserve, in the finance law for 2026, the credits dedicated to the development of the social, solidarity and responsible economy of program 305. In 2024, the State provided support evaluated by the Court of Accounts of 16 billion euros to ESS players including tax expenditures, hiring aid, subsidized contracts and expenses of social security organizations. These expenses are distributed among 36 state budget missions and 105 budget programs. The creation of a budgetary orange dedicated to the ESS would make it possible to improve the management of public policy to support the ESS and the Government is in favor of it.  By Elsewhere, the Government has already initiated consultation with all stakeholders, including ESS employers, to respond to the emergency of ESS companies in difficulty. Thus, a monitoring and support unit was set up on June 24, 2025 by the Government, in order to coordinate and promote operational management of the needs of these structures. It also aims to develop and activate sectoral emergency plans and to support possible regional and territorial emergency plans at the national level. Bringing together stakeholders on a national scale (ministries, network heads, community associations), the unit centralizes data on the economic health of ESS structures in order to monitor the sector's loss experience and establish action plans.
