Summary
Ms. Laurence Maillart-Méhaignerie questions the Minister Delegate to the Minister of Solidarity, Autonomy and Disabled People, responsible for disabled people, about the postponement announced by the Government of the obligations of total accessibility of websites for disabled people. The law of February 11, 2005 for equal rights and opportunities established the obligation of accessibility of means of public communication in line for people with disabilities. Decree No. 2009-546 of May 14, 2009 made this right effective by establishing a general framework for improving accessibility (RGAA), making it mandatory for all public sites by 2012. The law of October 7, 2016 for a digital Republic also extended these obligations to some private sites. European directive EU No. 2016/2102 relating to site accessibility internet and mobile applications in the public sector subsequently set an obligation for total accessibility of public sites as of September 23, 2020 and June 23, 2021 for public applications. Decree No. 2019-768 of July 24, 2019 then transposed these provisions into domestic law. While all websites were to be made accessible to people with disabilities in December 2023, a press release published on December 6, 2023 by the interministerial disability committee indicated that in December 2023, the most used online procedures, communication sites, internal applications will have to achieve compliance of at least 75% of digital accessibility criteria and that in 2027, they will have to achieve total compliance and that by 2025, the 250 most common procedures will be 100% accessible. Although considerable progress has been made observed in recent years in terms of accessibility of websites to disabled people, it asks the reasons for the announced postponement and requests communication of possible measures envisaged by the Government to accelerate the implementation of its legal and regulatory obligations.
