Summary
Mr. Frédéric Boccaletti alerts the Minister of Agriculture and Food Sovereignty to the persistent inequality in access to health prevention means between large industrial poultry farms and small breeding structures. France has thousands of small poultry breeders, amateurs, family, or small professionals, who actively participate in the preservation of numerous breeds, threatened with disappearance. Their role is fundamental: they contribute to the conservation of domestic biodiversity, an essential part of the living national heritage. However, this heritage is in clear decline. Access to poultry vaccines is today largely disconnected from the realities and needs of these structures. In fact, vaccines are only produced and approved by veterinary laboratories, under the control of the national security agency. health of food, environment and work - national agency for veterinary medicines (ANSES-ANMV), only in packages of 1,000, 10,000 or even 20,000 doses, at prices made unaffordable for small farms. Whether it is family self-production, amateur breeding of old breeds, or small local professional units, none of these models can rationally support an offer also indecent. In this context, only intensive industrial poultry farming can afford to vaccinate its poultry under economically viable conditions. For example, a family breeder wishing to protect his small livestock must pay up to 480 euros for a bottle of 1,000 doses, three-quarters of which will end up in the trash. This absurd, financially unsustainable waste is in clear contradiction with the principles of public health, economic rationality and with France's international commitments in favor of the protection of small-numbered domestic breeds. For decades, family poultry farming has been a pillar of rural life, through competitions, fairs and transgenerational clubs, highlighting respect for living things long before animal welfare became a public issue. Today, a big many of these passionate breeders give up, crushed by a Kafkaesque system. They reduce their livestock, or even completely cease their activity, for lack of appropriate support. This decline directly weakens the sustainability of many ancient breeds, which are doomed in the long term. He therefore asks her what concrete measures she intends to take to finally allow the availability of vaccines packaged in formats adapted to the needs of small breeding structures. This reform is urgent to prevent entire sections of the poultry genetic heritage from disappearing permanently.
