In the fall of 2025, the Government announced a reform aimed at making the cadastral bases used to calculate property tax more reliable. This reform was based on the observation that the cadastral files, largely established in the 1970s, do not always take into account certain elements of comfort that are now widespread, such as running water, electricity, sanitary facilities or even heating. The stated objective was to carry out an automatic updating of this data in order to reassess the cadastral rental values ​​of the housing concerned and to increase the tax revenue of municipalities and public cooperation establishments. intercommunal. However, this reform has raised many concerns, both from local elected officials and taxpayers' associations, due to the potential property tax increases that it could result in for many owners. Faced with these reactions, the Government abandoned national and uniform implementation and initiated consultation with associations representing local authorities. The Minister recently confirmed the deployment of fallows on the foreshores, consisting of temporarily placing areas at rest by suspending certain activities in order to allow the natural regeneration of ecosystems. This reform moved family education from a declaratory regime to an authorization regime, presented as a measure for protecting the best interests of the child and preventing marginal abuses. En région Provence-Alpes-Côte d'Azur, comme dans d'autres territoires soumis à une forte pression foncière, une part significative des surfaces agricoles est vendue conjointement avec du bâti. Or de nombreux bâtiments ayant initialement une vocation agricole ont perdu cet usage, parfois de manière irrégulière et font aujourd'hui l'objet de valorisations immobilières élevées qui limitent fortement la capacité d'intervention des SAFER. L'article L. 143-1 du code rural et de la pêche maritime prévoit que, dans certaines communes, notamment celles visées à l'article L. 321-2 du code de l'environnement, les SAFER peuvent exercer leur droit de préemption sur des bâtiments ayant été utilisés pour une activité agricole au cours des vingt dernières années afin d'en rétablir l'usage agricole. Toutefois, cette faculté demeure territorialement limitée. Dans un contexte marqué par la diminution inexorable de la surface agricole utile et la progression significative du prix des terres, la préservation du bâti agricole existant constitue un levier essentiel pour maintenir l'activité agricole et favoriser l'installation. Aussi, il lui demande si le Gouvernement envisage d'étendre le champ d'application de l'alinéa IV de l'article L. 143-1 du code rural et de la pêche maritime à l'ensemble des communes confrontées à une forte pression foncière, voire à l'ensemble du territoire national, afin de renforcer les capacités d'intervention des SAFER en matière de préservation du bâti agricole et de lutte contre la spéculation foncière.

Les 58 000 exploitations viticoles françaises et en particulier les 12 000 exploitations engagées en agriculture biologique, qui ont précisément fait le choix de se passer de solutions phytosanitaires de synthèse et qui consentent déjà des efforts écologiques exemplaires, se retrouvent aujourd'hui confrontées à une situation d'impasse. Le retrait de plusieurs produits cupriques, indispensables à la lutte contre le mildiou, fragilise directement la viabilité technique et économique de leurs exploitations. Les deux produits récemment ré-autorisés le sont dans des conditions d'usage manifestement déconnectées des réalités agronomiques du terrain, rendant leur utilisation largement inopérante. Une nouvelle fois, une filière agricole est placée au pied du mur par des décisions administratives prises sans solution alternative opérationnelle, à l'approche immédiate des campagnes de traitement du printemps. Dans l'attente des études nécessaires à une ré-autorisation des dosages compatibles avec les besoins réels de la filière, M. le député demande à Mme la ministre si elle entend mettre en œuvre, sans délai, les dérogations prévues par le droit en vigueur, notamment afin de permettre les traitements sur fleurs en soirée dans le cadre de l'arrêté « abeilles », ainsi que le lissage des doses de cuivre sur sept ans, conformément à la réglementation européenne. Enfin, alors que l'homologation du cuivre a été prolongée par la Commission européenne jusqu'en 2029, il lui demande si le Gouvernement entend mettre un terme à la surtransposition systématique des normes européennes, qui pénalise les agriculteurs français pourtant engagés depuis des années dans une transition écologique exigeante, sans leur offrir de solutions crédibles et adaptées aux réalités du terrain.

Les apiculteurs ont ainsi été rassurés sur la volonté du politique de les soutenir dans la lutte contre ce fléau qui ravage les ruchers, provoquant une chute notable de la production de miel dans le pays, pénalisant ainsi la souveraineté alimentaire et l'économie française. Pourtant, malgré l'urgence dans laquelle se trouve la profession, cette loi reste inopérante faute de décret d'application. Les apiculteurs professionnels ne peuvent donc toujours pas être indemnisés, comme le prévoyait le législateur. Malgré plusieurs questions écrites de parlementaires sur le sujet, aussi bien au ministère de l'agriculture qu'au ministère de l'environnement et malgré la promesse d'une application au plus tard pour l'automne 2025, le décret n'est toujours pas publié. Interpellé par le président de l'UNAF (Union nationale de l'apiculture française), il lui demande donc quand aura lieu la publication de ce décret tant attendu par la filière apicole.

Article 254 of Law No. 2023-1322 of December 29, 2023 on finances for 2024 allowed, in a welcome manner, the maintenance of the AAH between 62 and 67 years of age for beneficiaries who carry out a professional activity at the age of 62, so that they are not forced to pay a retirement pension that is often insufficient or even non-existent, due to career paths marked by disability. However, according to instruction IT 2024-220 of November 14, 2024, this provision only benefits AAH beneficiaries known as “AAH-1”, that is to say people with a permanent disability rate of at least 80% and born after on November 2, 1962. Ce chiffre recouvre une grande variété de métiers et de spécialités, dans les domaines médicaux, para et péri médicaux, avec une répartition assez équilibrée en volume entre personnel militaire (51 %) et personnel civil (49 %). Cette dernière est notamment marquée par un fort turnover des contractuels. Avec sa nouvelle feuille de route, le SSA se donne pour objectif de « disposer d'un personnel engagé, hautement qualifié et en nombre suffisant ». Cette nouvelle feuille de route est complétée par un nouveau modèle « ressources humaines » dont les points clés sont les suivants: des flux de formation renforcés: un important recrutement ab initio, au niveau baccalauréat, dans ses deux écoles de formation initiale qui sont co-localisées sur le site des Écoles militaires de santé de Lyon-Bron (EMSLB). Cela représente désormais près de 250 recrutements par an, pour des promotions de praticiens des armées et de personnel paramédical militaire. Ce recrutement a été renforcé, avec des promotions passant à 125 pour l'école de santé des armées et à 120 pour l'école du personnel paramédical des armées. C'est un investissement de long terme qui offre au ministère des armées et des anciens combattants une indépendance sur l'accès à la compétence en santé. Le système a fait ses preuves et bénéficie d'une attractivité forte pour les étudiants en santé (qualité de l'accompagnement et taux de réussite); des parcours professionnels clairs et lisibles centrés sur l'acquisition de la compétence appliquée aux armées et à la connaissance du milieu; une logique de flux garante de l'impératif de jeunesse et une fidélisation ciblée garantissant la qualité du haut encadrement technique et militaire; de l'attractivité et de la lisibilité avec une politique de rémunération qui permet d'aiguiller les parcours professionnels. Le SSA entretient une relation de qualité avec les ministères en charge du travail et de la santé, favorisant la mobilité inter fonction publique pour améliorer les compétences et la prise en charge des patients. Des discussions sont en cours avec ce dernier pour développer des passerelles et échanges de praticiens hospitaliers. Les échanges avec la direction générale de l'offre de soin (DGOS) visent, entre autres, à reconnaître les spécificités du SSA dans les textes réglementaires. Le suivi et l'analyse des données annuelles démontrent que les taux d'attrition estimés à 21 % pour les praticiens et à 2 % pour les paramédicaux sont plutôt en baisse. Les départs cumulés sur 10 ans (2015-2024) concernent 195 élèves médecins, soit 12,76 % cumulés sur 10 ans et 41 internes. Sur cette période, le taux de départ chaque année par demande de démission ou par réforme médicale varie entre 1,28 % et 5,13 % sur les 10 dernières années. Pour les praticiens, le taux d'attrition observé est corrélé au niveau de sélectivité dans les facultés de médecine. Les EMSLB ont de très bons résultats, mais la radiation pour « résultats insuffisants » est un élément structurel. Afin de limiter les départs, des efforts de communication institutionnelle externe, avec en particulier « les ambassadeurs du SSA », ont été menés dans le but de mieux informer les candidats. De même, en interne, les efforts sont poursuivis afin d'éclairer les élèves sur leur statut, les liens au service, les études, les cursus de spécialité etc. En parallèle du recrutement initial, de nombreux recrutements sous statut contractuel, militaires comme civils, sont également réalisés chaque année. Cela représente plus de 400 militaires soignants et près de 450 civils. S'agissant de la réserve opérationnelle du SSA, elle se compose actuellement de 4 487 réservistes opérationnels de premier niveau (RO1) et de 1 356 réservistes de deuxième niveau (RO2). L'âge médian des réservistes, stable ces dernières années, s'établit autour de 46 ans. Elle se caractérise également par un haut niveau d'engagement, avec 83 % des réservistes ayant été actifs au cours de l'année écoulée. Conformément aux orientations fixées par la loi de programmation militaire 2024-2030, la réserve opérationnelle du SSA est appelée à monter en puissance, avec un objectif de 5 148 réservistes (RO1) en 2030. À cet horizon, le SSA devra répondre à une augmentation significative de ses besoins, liée à plusieurs dynamiques concomitantes: soutien opérationnel des forces: le renforcement des capacités projetables implique un accroissement du besoin en équipes médicales complètes; expertises médicales d'aptitude: la montée en puissance des armées et l'évolution des formats nécessitent un renfort en capacités de soins et d'expertises médicales, notamment en matière de sélection et de suivi des militaires; command and control médical: le développement de fonctions santé au sein des états-majors accroît les besoins en personnel médical formé à ces fonctions spécifiques; expertises spécialisées: le SSA doit consolider des compétences dans des domaines critiques tels que la médecine des domaines nucléaire, radiologique, bactériologique et chimique (NRBC), la médecine épidémiologique ou encore la médecine d'urgence en contexte de haute intensité; engagement sur le territoire national: les missions dans le cadre de la résilience de la Nation (gestion de crises sanitaires ou climatiques, catastrophes naturelles, etc.) ainsi que les actions de cohésion nationale (journée défense et citoyenneté nouvelle génération, service militaire volontaire, classes de défense et de sécurité globale) sollicitent également les capacités de la réserve. Dans ce contexte et pour répondre plus spécifiquement à l'enjeu du recrutement et de la réalisation des visites d'expertise médicale initiales (VEMI), le SSA a lancé une expérimentation innovante. Deux antennes médicales de réserve ont ainsi été mises en place et ont réalisé, sur des créneaux élargis (notamment le samedi), des VEMI au sein d'installations existantes. Ce modèle, concluant, a vocation à être étendu sur the whole of territoire, constituant l'une des réponses concrètes du SSA à l'augmentation du volume de recrutement et à la nécessaire réduction des délais associés. Enfin, le recrutement du personnel militaire contractuel est un processus centralisé au sein du SSA pour des raisons réglementaires au regard du statut même du service. Selon article R. 3232-12 du code de la défense, pour remplir ses missions, le SSA dispose de moyens relevant directement de son autorité. Il assure le recrutement, la formation, la gestion et l'administration des militaires d'active et de réserve des corps et spécialités qui lui sont propres. Le processus de recrutement impose une maitrise budgétaire ainsi qu'une coordination inter établissements afin d'assurer une cohérence d'ensemble dans la répartition et l'usage des ressources entre les différentes composantes et employeurs du personnel géré par le service. Le processus de recrutement des militaires est relativement rapide, avec une durée moyenne de deux mois. Ce délai qui a été réduit de manière très significative depuis 3 ans, n'engendre plus de perte d'opportunités de recrutement. Enfin des chargés de recrutement sont insérés au sein des hôpitaux nationaux d'instruction des armées (HNIA) de Percy, Bégin et Sainte Anne, et des concours nationaux à recrutement local ont été mis en place pour les infirmiers.

En matière d'aide sociale, la notion de domicile de secours permet d'identifier le département responsable du financement des prestations. Conformément à article L. 121-1 du Code de l'action sociale et des familles (CASF), les dépenses correspondantes incombent au département dans lequel le bénéficiaire a établi son domicile de secours, ce dernier étant acquis après une résidence habituelle de trois mois dans ce département. Le versement des prestations n'est pas interrompu en cas de changement de domicile de secours. Ainsi, dans le cadre de la prestation de compensation du handicap, article L. 245-2-1 du CASF prévoit que, lors d'un changement de domicile de secours, la prestation est maintenue à l'identique de celle attribuée dans le département d'origine. Le président du conseil départemental du nouveau département de résidence peut ensuite, s'il l'estime nécessaire, saisir la Commission des droits et de l'autonomie des personnes handicapées (CDAPH) pour un réexamen des droits du bénéficiaire. Ce réexamen, qui n'est pas systématique, peut permettre d'adapter l'accompagnement apporté aux nouvelles conditions de vie, en tenant compte du nouveau housing, de l'environnement social et des ressources mobilisables localement. La caisse nationale de solidarité pour l'autonomie joue un rôle clé pour limiter les disparités territoriales, en apportant soutien, expertise et coordination au réseau des Maisons départementales des personnes handicapées (MDPH). Par ailleurs, dans la continuité de la feuille de route nationale « MDPH 2022 », qui visait à améliorer l'efficacité et la qualité de service rendu aux usagers, les MDPH sont engagées dans une dynamique d'amélioration continue. Cette dynamique se poursuit dans le cadre de la « Taskforce MDPH et facilitation des parcours », initiée par la ministre déléguée chargée de l'autonomie et du handicap. Plusieurs pistes ont par ailleurs été annoncées le 10 juillet 2025 pour harmoniser les pratiques des MDPH, depuis le dépôt des dossiers jusqu'à la décision de la CDAPH, en passant par l'évaluation des besoins. Ces actions devraient être renforcées dans les prochains mois. Les fonds de prévoyance militaire et de l'aéronautique versent des allocations en capital en cas de décès imputable ou lié au service ou d'infirmité imputable ou liée au service, lorsque celle-ci entraîne l'incapacité du militaire à poursuivre son service et sa radiation. Depuis 2013, une indemnité spécifique pour blessure contractée en opération extérieure peut être versée indépendamment de toute radiation. Créés en 1928 pour le fonds de prévoyance aéronautique et en 1959 pour le fonds de prévoyance militaire, les textes régissant ces fonds étaient devenus partiellement inadaptés face à l'évolution des pathologies, notamment le développement des états de stress post-traumatique (ESPT). Le décret n° 2024-959 du 26 octobre 2024 relating to fonds de prévoyance militaire et au fonds de prévoyance de l'aéronautique est le résultat d'une refonte menée par le ministère des armées, en liaison étroite avec tous les acteurs concernés. L'objectif est de donner aux fonds une plus grande cohérence, gage à la fois de la lisibilité de la politique de soutien aux militaires blessés et de l'amélioration du dispositif. Les montants des indemnités versées en cas d'invalidité entraînant une radiation ont été rééchelonnés. Cette mesure permet d'appliquer une corrélation plus forte entre le taux d'invalidité et le montant de l'indemnité, afin de mieux tenir compte des traumatismes subis et des pathologies constatées: plus l'invalidité est forte, plus le montant de l'allocation est élevé. Par ailleurs, dans un souci d'équité, de cohérence et de prise en compte des évolutions sociétales, le complément d'allocation pour enfant est attribué quel que soit le taux d'invalidité (le taux minimal d'invalidité de 40 % a été supprimé), pour les enfants à charge fiscale du militaire ou à l'égard desquels ce dernier exerce un droit de visite et d'hébergement. Enfin, d'autres dispositions ont été prises en faveur des militaires blessés ou de leur famille: suppression de la condition d'âge pour les ascendants d'un militaire décédé, prise en compte des invalidités inférieures à 10 % pour le calcul de l'allocation pour invalidité ou pour invalidité résultant d'une opération extérieure, élargissement des allocations pour invalidité aux militaires blessés bénéficiaires d'un congé de reconversion sous réserve d'un taux d'invalidité supérieur ou égal à 50 %, versement d'une allocation aux blessés déjà radiés titulaires d'un taux d'invalidité supérieur ou égal à 50 % afin de tenir compte du délai de survenance des ESPT. Dispositif spécifique de couverture des risques militaires reposant exclusivement sur les contributions des militaires, cette réforme s'inscrit pleinement dans le cadre d'un meilleur usage des allocations aimed at une lisibilité accrue de leur attribution et une plus grande reconnaissance de la Nation. Interpellé par des structures mandataires présentes sur sa circonscription, il l'interroge sur une des entraves qui existe au principe du libre choix du mode d'intervention pour la personne en perte d'autonomie. Le dispositif OSCAR, déployé depuis 2021 par la caisse nationale d'assurance vieillesse (CNAV), participe à la politique de soutien de l'autonomie à domicile des personnes fragilisées. Le plan d'aide financière OSCAR repose sur un système de conventionnement entre les CARSAT et les services d'aides à domicile. Or la circulaire CNAV du 23 décembre 2023 impose dans les critères obligatoires que le service d'aide à domicile conventionné intervienne selon le mode prestataire, excluant de fait les agences qui interviennent en mode mandataire. Cette différence de traitement constitue de fait une entrave manifeste au principe du libre choix entre les modes d'intervention. Il lui demande donc comment elle compte remédier à cette injustice.

Il l'interpelle sur une des entraves qui existe au principe du libre choix du mode d'intervention pour la personne en perte d'autonomie. Alors que depuis 2022, un tarif socle a été instauré pour l'APA prestataire (24,58 euros de l'heure en 2025), il n'existe aucun montant minimum pour l'APA mandataire. Outre cette différence de traitement entre les bénéficiaires selon le mode d'intervention choisi, cela conduit à une disparité considérable entre les départements (de 11,16 euros/heure à 18,40 euros/heure pour l'APA mandataire) et donc à une inégalité majeure entre les personnes âgées selon leur lieu de résidence. Un tarif plancher national, pour le mode mandataire et l'emploi direct, permettrait de gommer cette injustice. Les structures mandataires estiment ce tarif plancher national à 20,86 euros de l'heure. Il lui demande donc si l'instauration d'un tarif national socle, qui favoriserait le strict respect du libre choix du mode d'intervention, est prévue prochainement. Sinon, il lui demande quelles mesures elle compte prendre pour mettre fin à cette inégalité territoriale dans l'accompagnement au bien vieillir chez soi.
